KHALIL-UR-REHMAN RAMDAY, J.---This order shall dispose of three writ petitions bearing W.P. Nos, 23512. 23682 and 22214 of 2000 because all these petitions involve factual and legal questions which are similar and identical.

All the petitioners in these three petitions belong to the State of Azad Jammu and Kashmir for whom seats stand reserved by the Government of the Punjab for their admission into the medical colleges under the-control of the said Government. The petitioners herein applied for admissions to the said colleges for the Session 1999-2000. They passed the requisite entry test conducted by the Admission Board to the Medical Colleges in Punjab. Each one of them was nominated by the Azad Jammu and Kashmir. Government for admission to the specified colleges but the concerned colleges were reluctant to grant them admission on the ground that the Government . of the Punjab had not endorsed the said admission. The Government of the Punjab had some reservations about the nominations made by the Azad Jammu and Kashmir Government on the ground that the said nominations had no been made in the manner in which the merit of the applicants was determined by one Punjab Government. This led to some controversy between the Azad Jammu and Kashmir Government and the Province of Punjab as. a result of which the admissions of the petitioners were being delayed. Hence these petitions.
2. We have gone through the Prospectus issued by the Government of the Punjab for admission to its medical colleges for the academic Session 1999-2000. As per this Prospectus, the nomination of the candidates for the admissions in question was to be made by the Azad Jammu and Kashmir Government for recommendations to be sent to the Federal Government which Federal Government was then to forward the said nominations alongwith the applications and all the relevant documents directly to the Principals concerned under advice to the Health Department of the Government of the Punjab. There is no condition in the Prospectus about the manner in which the Azad Jammu and Kashmir Government had to determine their nominations and there is no condition that these nominations shall be made in the manner prescribed or followed by the Admission Board constituted for the admissions in question. In this view of the matter, the respondent-Government was not justified in not accepting the nominations as made by the Azad Jammu and Kashmir Government because the said nominations are in conformity with the Prospectus above-mentioned.
3. In this view of the matter these petitions are allowed. The petitioners herein were allowed provisional admission to the concerned medical colleges. These admissions shall now be treated as regular subject to payment of any fees etc. which may be due' from the petitioners to the said colleges. There shall be no orders as to costs.
