' Dr. Arshad Manzoor and other petitioners with him are residents of village Mauza Jasian, Teshil and District Attock. The grievance arose to the petitioners because of the deletion of their village Jassian from the Union Council Baryal. It has transpired that Mauza Jassian has not been appended with a constituency within the Cantonment area.
2. The Assistant Commissioner (Sadar), Attock, is here on the call of the Court. He has referred to an order of the Commissioner, Rawalpindi Division, dated 16-2-2001 whereby he remanded the case to the De-Limitation Officer i.e, the Deputy Commissioner, Attock, for hearing the parties and for determining whether Mauza Jassian ought to be appended with the previous Union Council or be kept as has been presently proposed with a constitutency in the Cantonment area. This order of the Commissioner provides an opportunity to the petitioners to lay their grievance before the Delimitation Officer under the Law.

The Delimitation Officer is, anyhow, directed to consult the Revenue Record, the past geographical history of this Mauza and while keeping in view the aspirations of the people as well as any notification which may have been issued by the Military Lands and Cantonment for induction of this area in the Cantonment Board in view of the extension of the Cantonment Board because of acquisition of land from the landowners in this connection, may decide the case afresh.
4. In view of the elections taking place soon, the Delimitation Officer i.e, the Deputy Commissioner, Attock, is directed to finalize this matter with all care at his command within a period of two weeks from today.
