MALIK MUHAMMAD QAYYUM, J.- Gorsi Muhammad Din Chaudhry; Advocates contends that as respondent No. 1 was civil servant, National Industrial Relations Commission has no a jurisdiction in the matter. But without deciding jurisdictional objection and going into merits, a perfunctory order has been passed by respondent No. 2 directing the petitioner to pay the emoluments to respondent No. 1 and also to take him back in service. The contention that the impugned order is arbitrary and capacious requires further consideration.
