' Professor Muhammad Akram Malik, Incharge Principal of the Degree College, Liaquatabad, District Mianwali, petitioner herein, is a civil servant. His grievance is that notwithstanding recommendations of the Selection Board for his promotion to Grade-19 on 21-10-1991 the competent authority has not issued the notification giving effect to it. It is further stated that on 30- 4-1989, some clash ensued between the petitioner and Dr. Rizwan, Principal of the College, which led to registration of a criminal case against him on 30-4-1989. Departmental action was also taken against the petitioner, whereupon respondent No, 2 awarded him punishment by way of censure and stoppage of two increments. The petitioner also allegedly filed a departmental appeal, but the same has not been disposed of.

In so far as this writ petition is concerned, the sole prayer made is that the petitioner be appointed to a post in Grade-19 with all facilities including the allowances and he should not be removed from his present place of posting as Incharge Principal of the Degree College, Liaquatabad, District Mianwali.
3. I am afraid, the mere recommendations of the Selection Board allegedly made in favour of the petitioner do not ipso facto confer a vested right in him to hold a higher post. It is for the departmental authority to decide what action is to be taken on the recommendations of the Selection Board. Be that as it may, I have no doubt in my mind that the competent authority shall decide the matter as expeditiously as possible, in order to avoid unnecessary litigation.
' With the above observations, the writ petition is dismissed in limine. A copy of this order be sent to respondent No, 1.
