' The petitioner passed his B.Sc. Examination from Islamia University. Bahawalpur, in First Annual Examination held in 1994 and secured 498 out of 800 marks and applied for his admission in M.Sc.
Statistics from Bahawalpur Quota. He filed his papers for admission on 20-9-1994 but did not attach the domicile certificate alongwith the admission form and as such, his admission form was not considered by the respondents/University and he was not granted admission for the course applied. Hence this petition.
2. In have heard the learned counsel for the parties and have also gone through the parawise comments filed by respondent No,2.

The learned counsel for the respondents states that the last date for submitting the application for admission, complete in all respects, was 20-9-1994 and as the petitioner's application was not complete because the domicile certificate was not attached with the application, therefore, his application was not considered by the University.
4. The petitioner applied for the reserved quota for a seat reserved for the candidates domiciled in Bahawalpur, Division. According to Rules 3 (ii) of the Islamia University Bahawalpur. Admission Regulations, "any admission made in contravention of these regulations shall be void" and Rule 4
(ii) lays down that 50% of the merit seats in each department are reserved for candidates domiciled in Bahawlpur Division. A candidate desiring admission against these seats shall provide his/her domicile certificate of Bahawlpur Division," and the petitioner having failed to provide his domicile certificate in time, his application for admission was correctly not considered by the University. Schedule 'D" of the above said Regulations prescribes that the certificates and documents be submitted alongwith the application at the time of admission and Item 17 of the schedule lays down with the heading "Only for the candidates seeking admission against the reserved seats for Bahawalpur Division. According to it, "attested copy of domicile certificate must be attached with the application form. It is further clarified that "the receipt showing deposit of application for domicile certificate shall not be accepted".
' The admission to the University is controlled by the Rules and Regulations and the respondents acted in accordance with those Rules and Regulations as such I find no merit in this petition and the same is hereby dismissed with costs.
