1. ' The petitioner has challenged in this petition the initiation of a complaint against him under section 14 of the Sind Crimes Control Act, 1975. It may be stated here that pursuant to the report against the petitioner an order was passed by the Tribunal on 23rd May, 1975 whereby he was directed to execute a bond in the sum of Rs,10,000 with two sureties for maintaining good behaviour during pendency of the enquiry against him. The petitioner, however. Failed to execute the required bond and accordingly he was ordered to be detained whereupon he filed the present petition challenging the order dated 23rd May, 1975 and the proceedings initiated against him on the complaint of S.H .0. Khairpur Town Police Station. Learned Additional A.-G. Who appears for the State does not support the order of initiation of proceedings against the petitioner as it was passed on the allegations which do not fulfil the requirement of sections 5 and 6 of the said Act. No particular date, time and place of occurrence has been mentioned in the report filed against the petitioner under section 14 of the Act and in fact from reading of the complaint it appears that the petitioner was himself complainant against several persons and for that reason the proceedings were initiated against him under section 14 of the Act. In the report against the petitioner neither any case nor any conviction has been mentioned. In these circumstances the proceedings initiated against the petitioner were wholly without jurisdiction and I accordingly quash the same.
2. In the circumstances of the case there will be no order as to costs. .
