1. ' The petitioner claims title through a decree of a civil Court, but according to him the Tribunal did not take into account the effect of the decree. The decree remained suspended for eight months between 18-4-1982 to 2-12-1982, but when the judgment was given by the Tribunal the suspension had come to an end. The question whether the decree was considered by the Tribunal requires consideration.
