Sana Akram Minhas J: The Petitioner has filed the present Petition seeking, inter alia, to restrain construction activities on Naclass 30, Sectors 42-A and 49-A, Taiser Town, Scheme 45, District West, Karachi ("Subject Area"). Additionally, the Petitioner seeks to prevent the creation of any third- party interests therein.

Upon being confronted regarding the Petitioner's legal standing to maintain this Petition, Counsel for Petitioner submitted that the Petitioner was acting as the "focal person" of a so-called "Rehman Abad Katchi Abadi" committee. When further questioned whether the Petitioner owned any plot in the Subject Area or possessed any lease or formal title document issued in his favour by the Sindh Katchi Abadi Authority (also known as the Human Settlement Authority, Sindh), Counsel conceded that no such document exists, and that the Petitioner does not possess any legal or formal title to any immovable property in the Subject Area. Upon being asked as to whether the said katchi abadi had even been legally notified or regularised, Counsel answered in the negative.
3. In view of the above, it is evident that the Petitioner lacks any demonstrable, legally recognized interest, proprietary right or status in respect of the Subject Area. Consequently, he has failed to establish the requisite locus standi to invoke the constitutional jurisdiction of this Court under Article 199 of the Constitution of Pakistan, 1973.
4. As a result, this Petition is dismissed in limine with costs of Rs.15,000/-, to be deposited in the account of the High Court Clinic within ten (10) days from the date of this order.
