1. The learned Counsel for Petitioners states that while the Petitioners have neither attempted to travel abroad nor have been prevented from doing so, they have filed this Petition solely to determine whether their names are on the "Exit Control List" ("ECL") or the "Black List", should they choose to travel in the future. In response to a query, Counsel submits that the Petitioners' passport renewal applications have not been declined either, as none have been submitted yet.
2. It is evident that the Petitioners themselves are unaware of any restrictions on their ability to travel and are merely seeking a speculative inquiry. Clearly, the Petition is based on assumption and apprehension rather than an actual grievance or violation of the Petitioners' rights. The Petitioners have neither sought to travel abroad nor experienced any travel restrictions, rendering their request for confirmation regarding their placement on the ECL premature and unwarranted. They seek a determination without having attempted to travel or faced any demonstrated impediment.

Additionally, the legal notice dated 3.3.2025 (Court File Pg. 35, Annex D-3) issued on their behalf appears to be a mere formality and lacks genuine intent, as it was despatched via courier on 18.3.2025 (Court File Pg. 39, Annex D-4), and fails to provide the addressee with a reasonable time or opportunity to respond. This further underscores the absence of any pressing need or necessity for judicial intervention Accordingly, the Petition is dismissed in limine as it fails to establish any valid cause of action or legal basis for this Court's intervention under Article 199 of the Constitution of Pakistan, 1973.
