1. Petitioners in captioned petitions are seek ing employment in Education Department on the plea that they appeared in different examination though they qualified test by obtaining requisite marks but they were not recommended by the department on the plea that vacancies are being filled on the basis of criteria laid down under the new Recruitment Policy dated 10.07.2008. Needless to mention that in these petition DRCs were constituted and they examined the case of candidates. In case of Shabbir Husasin Vs. EDO reported in 2016 CLC Page 16 that was maintained by the Apex Court in Civil Petition No.186-K of 2013 whereby directions were issued to DRC to re- examine the same if there is any illegality . Petitions are pending since 2013, 2104 and 2015. Focal person/Abdul Jabbar Shahani, Litigation Officer, SELD contends that in Education Department vacancies were announced through repeatedly advertisement through IBA and NTS but petitioners failed to avail the chance or qualified the same. Needless to mention that this court cannot look into deeper appreciation while considering each and every documents with regard to that qualification as well as test conducted by the different testing agencies as compelled by the W orld Bank being main doner in order to recruit qualified teachers in Education Department.
