JUSTICE SALAHUDDIN AHMED (CHAIRMAN).-T11 this petition the petitioner has challenged the system of ballot for picking up persons who are allowed to proceed on Haj. It is common knowledge that there are far more applicants for performing Haj than can be allowed to do so having regard to a number of considerations including the difficulty of Saudi Arabia to permit an unlimited number of persons to visit that country at the time of Haj, and the availability of foreign exchange. Ballot, therefore, appears to be a reasonable way to pick the Haj applicants. This has absolutely no analogy with lottery for gains, as has been contended.
2. The petitioner also complains about the requirement for intending Hajis to deposit the expenses of pilgrimage with Banks several months before leaving for Haj. He also complains that unsuccessful applicants are not returned the money deposited with the Bank for a long time. He also complains about the inconvenience of travel by Pakistan International Airlines plans.
3. These are, obviously, matters which do not fall within or jurisdiction. The petitioner may seek remedy elsewhere.
