ATHAR MINALLAH, CJ. Through this petition, the petitioner has invoked the constitutional jurisdiction of this Court seeking a direction to the worthy President and the Prime Minister of Pakistan to decide his applications, dated 15.09.2020. The petitioner has appeared In person and with his able assistance the record has been perused.

The petitioner had addressed representations to the worthy President and Prime Minister of the Islamic Republic of Pakistan seeking constitution of a commission to probe into the veracity of statements made by the former Secretary of State of the United States namely , Henry Kissinger . The petitioner has attached copies of the latter's Interviews published in various newspapers in the United States. The petition er could not satisfy this Court regarding maintainability of the petition. The petitioner asserts that he Is seeking a direction because the matter concerns the security and stability of the State of Pakistan.

There is no reason for this Court to doubt that the Majlis-e-Shoora (Parliament) or the executive organ of the State would be oblivious of their duties relating to safeguarding the security and stability of Pakistan. The security and stability of Pakistan are neither weak nor requires protection through interference by this Court. The petitioner was not able to satisfy this Court that his rights have been violated on account of some statements attributed to a former Secretary of State of the United States and published in various newspapers/journals. The prayers sought by the petitioner are not justiciable by this Court while exercising jurisdiction under Article 199 of the Constitution of the Islamic Republic of Pakistan, 1973. Moreover , the appropriate forums for raisin g such matters are other than a High Court.
4. For the above reasons, this petition is frivolous and, therefore, accordingly dismissed.
