Commission(Punjab) MemberThe Law Colleges Commission ("Commission") constituted by this Court vide order dated 13.12.2016 has yet not tendered its first report. Some members of the Commission present today, however, submit that the report is almost complete and will be submitted in a day or two, Let the needful be done before the next date of hearing.
2.it appears to us that capacity of the Commission requires to be enhanced in order to effectively carry out its mandate, as all the law colleges and other tuition centres imparting legal education in the Province of Punjab are to be inspected. and surveyed. We, therefore, reconstitute the Law Colleges Commission as follows:- Pakistan Bar Council and Punjab Bar Council will send their nominations to the Chairman of the Commission. All the meetings of the Commission will preferably be held in the office of the Chairman.
3. The Commissioner/DCO/CCPO/DPO concerned will render full assistance to the above Commission during their visit, inspection and survey of any university, law college or tuition centres (imparting legal education) in the Province. The quorum of the Commission shall be [bur members.
4.The mandate of the Commission is to:
(i) Carry out physical inspection to assess whether the affiliated law colleges fully comply with the requirements of affiliation as per law;
(ii) Inspect all the tuition centres imparting legal education without obtaining proper affiliation from a University and the total number of students studying at these tuition centres.
(iii) Explain in detail how the students studying in these tuition. centres eventually obtain law degrees from affiliated law colleges.
(iv) Verify whether the affiliated law colleges enroll students in bulk from various tuition centres in Punjab and allow them to sit the final examination without the students having studied at the said affiliated law college.
5. Let the report of the Commission be placed on the record on 16.02.2017 and let a copy of this order be placed on the website of the Lahore High Court for ready reference.
