' SHAH ABDUR RASHID (CHAIRMAN).-This is an application for review of the order passed by a Bench of this Tribunal on 14th March, 1982, dismissing the appeal, in limine, on the ground that the appellant had failed to exhaust the departmental remedy as required by proviso (a) to section 4(1) of the Service Tribunals Act, 1973. The Bench specifically directed that the appellant should first make a representation envisaged by section 22 of the Civil Servants Act, 1973, and then come to the Tribunal if he does not get any relief from there.
2. We have consistently held that this Tribunal has no jurisdiction to review its own orders as the power of review is not authorised by law. The learned counsel for the appellant admits that position, but argues that in view of section 21 of the General Clauses Act, 1897, an authority which can make an order has power to rescind it, or amend it or alter it. No doubt, the said section does provide so, but when a decisive step has been taken, the authority passing the order cannot recede therefrom. In judicial matters, an order once passed is a decisive step and power to recede ends with the passing of such order.
3. In view of the above facts, therefore, without going into the points on which the review is sought, we dismiss the petition for review, in limine. revisions by the competent authorities.
