ORDER

' ALI BAQAR NAJAFI, J. --- Submits that the petitioner, who is a cartage contractor of respondent No, 1, was granted various contracts for delivery of fertilizer from the Port to different locations. Although the petitioner-company has transported the fertilizers in question to the locations indicated in the contracts yet respondent No, 1 is refusing to take delivery without justification, which is causing hardship for the petitioner and there is a risk of the fertilizer being wasted on account of failure on the part of the respondents to take delivery. Further submits that the actions of respondent No, 1 are mala fide, without just cause and designed to engineer default to create grounds to keep the petitioner out of future tenders.

2. After hearing the learned counsel for the petitioner, I am inclined to refer this petition alongwith its Annexures to respondent No, 4, who is directed to treat the same as a representation, hear the petitioner and other concerned parties and decide the matter in accordance with law through a reasoned order as expeditiously as possible, preferably within a period of ten days from the date of receipt of certified copy of this order. The order passed by respondent No, 4 shall be communicated to the Deputy Registrar (Judicial) of this Court.
