SYED MANSOOR ALI SHAH,. J. --- Sole grievance of the petitioner is that his application dated 14.4.2010 (placed at Annex-E page 12 of the petition) is pending before respondent No. 2 and prays that the same be decided expeditiously in accordance with law. Learned counsel additionally submits that identical matter W.P. No. 10541/2010 has already been decided by this Court vide order dated 27.5.2011 and prays that the same be considered by respondent No. 2 while deciding the application of the petitioner.
2. Public functionaries are bound under the law to decide grievance of the public pending before them after application of mind and after showing cogent reasons as mandated under Article 4 of the Constitution of Islamic Republic of Pakistan, 1973. Reliance is placed on Government of Pakistan through Director-General, Ministry of Interior, Islamabad and others v. Farheen Rashid (2011 SCM R 1).
3. Let a copy of this petition be dispatched to respondent No. 2 alongwith aforesaid application, who will decide the same after considering the afore-mentioned order passed by this Court, strictly in accordance with law through a speaking order within a period of fortnight from today.
