1. DCO/Authority through DDO (health) Sahiwal referred the claim U/S 23 (4) of the Punjab Consumer Protection Act 2005 against the respondent Riaz Ahmad with allegation that later being a fake doctor, was involved in illegal medical practice.
2. After issuance of the notice by this court, respondent appeared in the court and filed his written reply wherein he denied the allegations made by the DCO/Authority.

At the stage of reconciliation/preliminary arguments, on the request of the respondent, his statement was recorded which is reproduced below:- "It is stated that the doctor who prepared report in question had previous enmity with him. I am neither a qualified doctor nor I am running the clinic in this capacity. I had simply stored some life saving medicines to be used as first aid to facilitate the residents of the locality. I have come to know that storage of such first aid medicines are also prohibited under the law therefore I assure this court to close the business for all the time to come. For the fault committed in past, I surrender myself unconditionally before this Court with request to take a lenient view".
4. Although in written statement, the respondent had denied all the allegations leveled against him. In report dated 24-05-12 of DDO health Sahiwal and inventory prepared on the same day, in his statement recorded before this court, the respondent admitted that he had stored some medicines to provide first aid medical facilities to the residents of the locality and that he was neither a doctor nor he was running the business as a doctor. He assure to close his business forthwith besides giving an undertaking to pay fine also for the fault committed in past.
5. In view of statement made by the respondent in the court, further proceedings in the reference would be wastage of time. The respondent has admitted his fault. He is therefore burdened with a fine of Rs. 5000/- to be deposited in bank/treasury within 07 days. He shall close his business/clinic forthwith, if he repeated the fault committed in the past, he shall seriously be taken into task and convicted as per provisions of law.
