1. ' TASSADUQ HUSSAIN JILLANI,J.---Inter alia contends that the Secretary, Local Government, has incorrectly interpreted the Notification Bearing No,PO(P&E-O19-113/2004(III) dated 28-6-2006 vide which the Medical Officers posted in rural areas were granted Health Sector Reforms Allowance by holding that the minimum qualification requisite for the said allowance is M.B.,B.S. Adds that petitioner has to his credit 32 years of service as Assistant Medical Officer and Medical Officer in Rural Sector of Punjab and was fully qualified to get the allowance in question.

Having heard petitioner's learned counsel and having gone through the impugned judgment, leave is granted, inter alia, to consider whether having served as Medical Officer for more than three decades and in absence of the requirement of M.B.,B.S. As qualification, could the petitioner be refused the afore-mentioned allowance?
