1. ' IFTIKHAR MUHAMMAD CHAUDHRY, J.--- The enlisted petitions are disposed of with the consent of the parties counsel in the following terms:
(i) The contract of auction of collection rights in the District Kasur held on 24th May, 2004 is declared contrary to the provisions of Punjab Local Government (Auctioning of Collection Rights)
2. Rules, 2003.
(ii) Pending process of re-auction, Tehsil Municipal Administrative shall continue collecting fee of transfer of properties etc. As it was doing prior to 1st February, 2005. Respondent Talib Hussain son of Muhammad Jehangir shall apply for enlistment to the District Council, Kasur and his application along with application of anyone else, if applied for enlistment, shall be disposed of within a period of one week from today;
(iii) Re-auction of the right of the collection shall be carried out in accordance with Rules referred to hereinabove within a period of four weeks from today ' These petitions are converted into appeals and disposed of in above terms. No order as to costs.
