1. This order arises out of the reference sent by authority DCO Gujranwala and as per terms of section 23 (4) of the Punjab Consumer Protection Act, 2005.
2. Brief facts of the matter in hand are that Assistant Director Legal conducted raid against the respondent Sheikh Ashfaq Ahmed and recovered huge amount of Soap various named and styles.
3. The case referred to the DCO / Chairman DCPC for appropriate legal action. The learned Assistant Director Legal reported that respondent was manufacturing substandard, defective, unhygienic and low quality products.

The respondent was summoned through ordinary means and the respondent put his appearance on 11-01-08 and the complainant evidence were summoned and on 01-03- 08 respondent appeared and frankly conceded the allegations and confessed his guilt. In view of the statement recorded separately in which the respondent admit his guilt and request for lineant view. Hence, the allegation against respondent under section 5,7,11,21, and 22 of the Punjab Consumer Protection Act, 2005 stand proved and established and hence respondent Shekh Ashfaq Ahmed is hereby imposed fine in sum of Rs. 70000/- in the state treasury. The respondent is directed pay fine within period of 10 days positively. The case property and the soap be confiscated and destroyed. The factory is sealed and the respondent shall not manufacture the soap and SHO concerned is directed to ensure that the factory is not manufacturing the soap in future. Till then he shall sent a sample to the concerned laboratory and after positive report, respondent shall approach to the court. With these observation this petition is accepted and file be consigned in the record room after due completion.
