1. ' Col. Ali Zulqaranin Taqvi, Director Administration Pakistan Rangers, present in Court states that their function is only to the extent of providing tanker services and hence have no concern with the transfer of hydrants from Muslimabad to any other place as the same is sole responsibility of he KW&SB. However, he undertakes that in 15 days time they will be able to hand over all the tankers services to KW&SB for their further process.

' A statement has also been filed by learned counsel for respondent along with Misbahuddin Fareed, Coordinator Water Tanker Service, KW&SB and Ghulam Arif Khan, Managing Director, KW&SB, present in Court wherein somehow they have admitted the decision taken in a meeting held on 12-4-2008 with regard to handing over tanker service to the KW&SB by Pakistan Rangers.

' Letter dated 27-2-2008 of Additional Secretary LG has also been annexed along with statement wherein direction has been given to Managing Director KW&SB to get transfered the entire water tanker service in Karachi from Rangers to KW&SB. By this letter the completion process was required to be completed within a period of one week.

' In spite of all these steps and an agreement to the transfer of Hydrants from Muslimabad to their respective places, in para. 5 of the statement dated 24-4-2008 again a permission has been sought to leave five units for providing services to high dignataries, VVIP and some important government department for supply of water. This contradictory statement of the officials of KW&SB is against the verbal statement made by them before this Court wherein they have agreed to shift the whole Hydrant from Muslimabad just after transfer of the same by the Pakistan Rangers.
5. ' All the citizens of country are to be considered at par. The Court cannot allow forming a VVIP society. If the facility is provided to any VVIP or high dignitaries, the other citizens of Pakistan are also entitled for the same. Time has come when we have to abolish this VIP culture to give the principle of equality, which is one of A the factors of preamble of Constitution of Pakistan, its practical effect.
6. ' In view of the above statements of officials of respondent No,5 and Col. Ali Zulqarnain Taqvi, Director Administration Pakistan Rangers, 15 days' time is granted to Pakistan Rangers from today to hand over the water tanker service to KW&SB and thereafter KW&SB will complete the process of shifting of hydrant within a period of further 15 days totalling to one month from today.
7. ' In terms thereof, this petition stands disposed of along with listed applications.
