' IQBAL HAMEEDUR REHMAN, J.--- Through this writ petition, the petitioner seeks a direction to be given to the respondents for admitting her in the University College of Textile Engineering, Bahaud- Din Zakaria University, Multan.
2. Brief facts succinctly required for the disposal of this petition are that in pursuance of the advertisement, the petitioner submitted an application against five seats of Category F. She had also appended all the required documents according to the rules and prospectus. After receiving the application of the petitioner, a receipt was issued to the petitioner and a copy of the same has been appended as Annexure C. Thereafter, the respondents University affixed the list of successful candidates on the Notice Board on 6th September, 2007 but the name of the, petitioner was not reflected in the said list. The petitioner immediately contacted respondents Nos.2 to 4 and it is alleged that respondent No,4 asked the petitioner at the time of preparing merit list that entry test result card issued by the University of Engineering and Technology, Lahore, has been misplaced by them and the petitioner was advised that if she submits an application for placing on record the entry test result card, then she will be adjusted in the second list because she is eligible for getting admission. Accordingly, the petitioner submitted an application to respondent No,4. It is further alleged that respondent No,4 in fact with mala fides trapped the petitioner just to oblige other candidates and to deprive her from her right and crossed the earlier receipt given by respondent No,4 at the time of receiving admission form and later on when the petitioner contacted respondent No,4 it transpired that all the seats of category F have been fulfilled and the petitioner has no chance for getting admission in the said department. In view of the above perspective, the petitioner has suffered for no fault of her. As such the respondents be directed to entertain the application of the petitioner and give admission to her in category F.
3. In pursuance of the filing of the writ petition, report and paiawise comments were called from the respondents. The respondents have categorically denied the allegations levelled by the petitioner.
It is stated that it was an essential requirement for the submission of the form and according to rule of General Eligibility Requirements clause (c) that she must have appeared in the entry test for session 2007 arranged by UET Lahore. The petitioner had not attached the result of the entry test with her admission form at the time of the submission of the admission form and the same is apparent from Annexure "2" attached with the comments, wherein specific columns are made. The petitioner had made entries regarding her Matric as well as F.A and F. Sc. But there is no entry in column of others which was also to be filled and the same was meant for the entry test. The said column is blank which falsifies the allegation of the petitioner that the entry test result card had been misplaced by the respondents University and the same had been done just to accommodate other candidates. In fact the entry test result card had not been attached with admission form of the petitioner and after scrutiny of the admission form, the same could not have been accepted and the receipt earlier given by respondent No,4 was crossed. Since it was incomplete form, the same cannot be entertained. However, the respondents are still prepared to accommodate the petitioner on self finance scheme as all the seats have been filled.
4. In view of the above perspective, the assertions and allegations made by learned counsel for the petitioner do not find support from the admission form as column of "others" which was meant for entry test and which was a pre-requisite for the submission of the admission form according to rule of General Elibigility Requirements clause (c) mentioned above, was not filled by the petitioner.
Therefore, this writ petition is dismissed.
