1. M. SALEEM CHAUDHRY (CHAIRMAN).--Ghulam Hussain, appellant, was working as Caretaker in Darbar Hazrat Peer Bahar Shah, Sheikhupura when his services were terminated on 25th July, 1978.

2. We have heard the appellant and his counsel at length on the issue whether the appellant is competent to file an appeal with this Tribunal or not. They have not been able to convince us that at the time of dismissal of the appellant he was a civil servant of the Government of Punjab. It is admitted that at the time of dismissal of the appellant, the Department was in the service of the Federal Government and, therefore, the appellant was not in the service of the Government of the Punjab. As such this Tribunal is not competent to hear this appeal, and the appeal is dismissed in limine.
