1. ' The Taluka Municipal Officer Agha Abdul Qadir present along with Dr. Muhammad Arif, states that they have not brought the month wise details of the expenditure incurred on the Rani Bagh.
2. However, formal comments have been filed by them without giving details of the schemes of development which the Taluka Administration intends to undertake during the current fiscal year.
3. We have noticed that not a single penny has been allocated towards recreational program for which no plausible explanation has been given by the T.M.O. The doctor present states that the food of the animals is made available by awarding contracts for the whole year. According to the doctor the contract for food for the current year is awarded for Rs,18,00,000. In absence of details in regard to the income and expenditure no effective order can be passed. We, therefore, direct the T.M.O. To submit the detailed report incorporating day to day expenditure and income of Rani Bagh and/or of "Zoo". The detail report shall include the expenditures incurred on the different species of the animals besides the number of employees, their job descriptions and the salaries paid to them.
4. ' We are informed that presently the Taluka administration intends to purchase new animals for Zoo. The doctor has stated that the animals in different cages of the Zoo are not keeping good health for want of the spacious cages. The doctor states that he has brought to the notice of concerned authorities for expansion of cages ut no action has been taken by them. The Taluka administration shall first reconstruct and/or repair the cages by making it spacious and improve the facilities for these animals and also maintain the lawns within Rani Bagh and only thereafter they could be allowed to develop other park or purchase new animals for Zoo. In Hyderabad Town there is no place for recreation of a common man. No Government functionar has ever given serious thought to provide the residents and their fa flies of the town with such recreation which is their fundamental right as all development schemes are financed by public money, which is of spent on recreational program like providing Zoo and/or park lik 'Rani Bagh' which has a historical background.
5. ' The administration of Taluka has no definite plans to improve the condition of the 'Rani Bagh' and no funds have been allocated under the head of 'Recreational activities'. Under these circumstances we order that all the expenditures incurred on ' Rani Bah by the Taluka Municipal Administration would be accounted for b them to the Additional Registrar of this Court till further orders.
6. ' The matter is adjourned to 14-10-20 4 on which date the detail report as observed hereinabove along with the entire record shall be furnished for further orders.
7. ' The official respondents present in Court shall be in attendance on the next date of hearing.
8. ' Copy of this order be communicate to the Chief Secretary Sindh, Secretary, Local Bodies and the Dis rict Coordination Officer, Hyderabad for their information and appropriate to action.
